Are you sure the ignition timing is correct? Sounds to me that it might be off.

Well Im Thinking It Might Be The Timing But I Didn't Ever Remove The Distributor And The Blow-by Is Coming Out Of The Dipstick Tube It Actually Pushes Oil Out Of The Dipstick Tube

WOW...it definately shouldnt do that...you need to re-pull your heads and check all the exhaust and intake ports etc. how long were the heads off the car? sounds like their may be an obstruction somewhere...i cant see timing making oil come out the dip stick hole.

In that case you have a far more serious issue than timing. Before you pull the heads off again, you might wanna check that the PCV valve isn't stuck closed and that the mesh screen inside the lower intake is clear.

the heads were off the car for about 2 weeks they were not warped, valves look ok besides being white in color i guess i was running too rich and i did take out that little mesh screen in the lower intake and attempted to clean so maybe i just clogged it up more but when i start the car and i did rev it up to about 5000 rpm the oil will litteraly shoot out the dipstick tube PCV VALVE WAS NOT STUCK OPEN
