need some help

these are pix of a so called performance dial in my buddies 94 gt it only works on setting #4 anything higher the car wont start and you smell massive amounts of gas anything lower then 4 and it just wont start we disconnected it and it sounded like the motor had a massive cam in it i didnt even try and run it that way and idk if it has anything to do with it but around 4200 rpms it starts breaking up just looking for info about it if anyone know couldnt find any brand names or anything on it

this is a chip in his car? well it seems like he only has one performance tune on there and nothing else. :/ he needs to add some more on there but i am also confused on what it is lol
man it might be a ebay special or something, definatly doesnt look like sct,diablo,hypertech

the dial is mounted on the shifter bezel and the wires run under the the dash over to the ecm but i couldnt see exactly where they went(theres a lot of crap behind that kick panel)
