ECU dead??? How do you know?

I've got a project car (actually an early bronco) that I have transplanted an Explorer engine and 94-95 mustang ECU and harness into. I just got it up and running and was pulling KOEO codes as I'm not ready to fire the engine. I have cleaned up all the codes except for one regarding the purge cansister.

Long story short, I pulled the positive terminal off the battery to run some errands and later returned to hook up the purge canister solinoid. I hooked both it and the battery back up.

When I turn the key, no pumps, self test or anything. It's like the ECU isn't turning on. I've checked the pwr and gnd connections and everything looks good.

Any measurements to the ECU that I can do to see if I fried it???

thanks.
