You have to use a power steering pulley puller and installer. You can usually get them at an Auto bone or parts store they rent them for free with a deposit. Make sure the bolt that threads into the pulley is right and threads in a good ways.

in my own experience changing mine was a pain in the ass...do not get a pulley puller from advance or auto zone cuz they are junk and break easy...and try not to bend the power steering pressure line or you will have a leak that you wont be able to fix unless you replace the line..god luck
