Tach Inop

hey guys im trying to figure this no tach issue, that is the only thing not working correctly. I have looked and studied wiring diagrams and cannot figure it out. One thing i did find that didnt seem right was i have continuity between all 4 connectors going to the tack on the printed curcuit. Both grounds, the signal, and power, i have continuity between all them...
