TDC on 5.0
I know you take the plug out and you put ur finger or paper there and when the compression stroke comes up,it pushs air out.Heres my question, when setting the timing as soon as I feel the air do I drop the Dist. In and set my timing OR do I keep turning the Piston till it hits the TOP and then drop the dist. In? just a little confused here...

You need to be at TDC to drop the distributor. You can either trust the balancer and turn the engine over until the timing mark for TDC lines up with the pointer, or use a piston stop to verify like I mentioned in this thread.
