Code trouble

I'm new to this OBDI translation. I have a 95 GT that seems to run rich and lacks power. I ran KOER and KOEO tests as well as a balance test. Balance passed, KOER passed. I got codes 113 and 212 from the KOEO test. At least, thats how I interpret them. I counted the flashes between breaks and got 1,1,3, break 2,1,2. I DID unplug the ACT or IAT sensor last night and run it unplugged. CEL on until plugged in again. It runs like the timing is off. Has new plugs, wires, cap and rotor, air filter, fuel filter, etc. I was thinking of replacing the ACT, but have a feeling it may be the ECM or ICM not working here. Any input for the new guy?

scratch that comp was being dumb here is 212 diag KEEP ALIVE MEMORY AND ADAPTIVE STRATEGY
The EEC-IV system constantly monitors and adjusts the PCM calibration to correct for normal wear and aging of components. The PCM uses these calibration adjustments to shift fuel delivery calculations and idle speed specifications to compensate for the aging of the vehicle.

When an Electronic Engine Controls (EEC) system component is replaced, the Keep Alive Memory (KAM) should be cleared to erase the information stored by the processor from the original component.

CLEARING KEEP ALIVE MEMORY
To clear the KAM, disconnect the battery negative terminal for five minutes or more (preferably 15 minutes).

ADAPTIVE STRATEGY RELEARN PROCEDURE
After repairs have been made and the KAM cleared drive the the vehicle for at least ten miles to allow the PCM to relearn the values for optimum performance.

NOTE: During the ten mile relearn drive, the vehicle may exhibit some driveability symptoms. These should be eliminated when the KAM has relearned the operating values.

All research I've done says code 212 is a spout connector issue. Anyone steer me in the right direction?
