No it won't work on a '95.

here's a question: are the adjustable regulators worth it? I debated on whether or not I wanted to buy one when I replaced the Fuel pump.

It depends on what mods you have. If you're in the same in-between situation as I am where your mods will near max out stock 19lb/hr injectors at WOT but you don't have enough mods to warrant 24lb/hr injectors, an AFPR will allow you to raise the fuel pressure to get more fuel flow out of your existing injectors.
The stock injector flow is rated at 39psi. If you raise the fuel pressure to 45psi, injector flow increases to 20.4lb/hr.

So, for instance, I just put the 255 lph BBk fuel pump in the tank and it made some difference(being as the pickup hose from the fuel pump was split), and now after about 3.9-4.1k it starts sputtering out. Is that fuel pressure or just signs of a dirty fuel filter? I replaced the filter about 5 months ago, but this was on the messed up fuel pump, so it may be dirty.

Hook up a fuel pressure gauge. Watch the pressure as you drive down the road.
