I was the one who suggested it. A windage tray sits between the oil in the pan and the crankshaft. As the crankshaft counterweights and connecting rods/rod journals rotate, they dip into the oil contained in the pan and sweep some of it up. The oil film causes horsepower-robbing drag on the crankshaft (imagine how it feels when you dip your leg into the water and try to kick it out again). The oil that's whipped up contains air bubbles that could go through the oil pump causing "cavitation", reducing the amount of oil that reaches friction surfaces and moving parts. The job of the windage tray is to trap the whipped up oil and prevent it from foaming up, allowing it to do the job it's supposed to do. At the same time, it also reduces the aforementioned HP-robbing oil drag on the crankshaft, therefore more of those ponies go to the rear wheels and your car can accelerate faster.
