In Delaware, cats are a must. Plus, you must reinspect your car every 2 years. I just take the off-road pipe off, and slap the factory H-Pipe back on it. I thought about trying to get it throw without cats, but I didnt feel like driving over twice.

How hard is it to take the factory pipe on and off, or does it really come down to how rusted your bolts are?

Basically all you needs is PB Blaster, a jack, jack stands, and a swivel socket. I think 18mm. Also, dont forget to get one of those sockets to remove O2 sensors or vice grips.

if i had a choice i would go with high flow cats, just because no cats starts to stink after a while in hot traffic. and high flow cats have minimal power loss and still let you pass the sniffer

Im in Georgia too, and I have o/r pipes. Ga doesnt put the sniffer in the tailpipe on OBD-2 vehicles. They just plug in to your cars computer and check for codes. To keep clear of a Check Engine light you will need either MIL eliminators which you can buy from Steeda for $60. Or you can get a chip or handheld tuner and turn off your rear O2's. Ive been passing emmisions for years with no cats.
