Pull Timing?


Just wanted some clarification on when someone says to "pull timing". This means reatrd right? Here it is in context:

"Stock timing is at 28 it needs to be at 16 without an intercooler..."

This is what was said when I was talking to a guy from a turbo shop on the phone and didn't think about asking him about what it meant. What exactly will this do for my car? I am putting a turbo on my car shortly after my full PI swap...I dunno??
