clutch problem

I have a cobra mustang 1998, my clutch is very stiff. I tried to push it down, but it won't move. When in gear it still rolls eventhough car is off, can someone help me?

i'm thinking i don't have any fluid, because prior to the clutch getting stiff, it was making a loud whining noise, so i'm thinking there is no hydraulic fluid in the clutch.
