If it's just a filler, couldn't you just buy blackout tape and do it on your own? I'm not sure what you are asking for.
If you want the letters just go on eBay. However, for some reason I think you want something to fill in the bottom part of the bumper between the exhaust exits? |

I like mine being painted. I think 97-98's came painted from the factory.
