Help with my SCT tune

Guys,

I have an issue with my SCT tune. When I am driving in traffic, ie 10% throttle or whatever, my car still revs to 3k-3.3k before it shifts. I returned it to stock, and it shifts normally at 1.5k or close to there, so I don't think it's a problem with my car like the TPS. Is it possible to have a power/performance tune that still shifts at gramma like rpm's when not hittin the gas? Revving that high has absolutely killed my gas mileage, I'm down from 17-18 to 13.

Any thoughts?

Also, I love how firm the shifting is, and really don't mind it shifting hard even when driving slow, but can the shifting be softened at non-wot driving while still keeping the hard kick shift at wot?
