I had a similar problem on my 98 v6.

First, check the battery. Now check the connections near the battery. There is a plug there that may seem connected, but it may not be "clicked" fully in place. This plug controls the signal sent from the ignition switch to the solenoid and may have come loose when removing or putting the battery back in place.

If that doesn't work... Can you jump the terminals on the solenoid and does the starter engage? Does the car run when you push/clutch start or jump the solenoid terminals? Are you getting power to the intermittent power signal to the solenoid terminal?(when you turn the key)

If not, the solenoid or starter may be bad. Chances are the starter is bad in this case, since solenoid failures are really far and few with ford vehicles when you really look at the numbers.

Check for continuity in the clutch pedal switch or jump the terminals to complete the circuit. Please do not leave this part jumped since you will be able to start the car in gear!!!!!!!!! Only do this for diagnostics.

Next, check the ignition switch. Remove the plastic part under the wheel where your knees are close to, and unbolt the metal piece that's there. You should be able to get an allen wrench in there to undo the switch. Follow any Haynes shop manual to check continuity on the needed terminals.

I think the plug near the battery is the problem. Good luck!

Jason

You can bypass the Anti Theft System

Mine did this also and it is a 96 Stang.. You can bypass the anti theft but it turns into being a pain in the rear. U can diconnect ur battery then turn ur key on then reconnect the positive cable. But you have to diconnect and reconnect each time. Also you will have to disconnect it at night when u are done driving it or it will run the battery down. Hope it works for you as it has me cause i hate taken it to the dealer also.
