You can have someone else turn the key while you press down on the valve to see if gas comes out (watch out!!). Maybe you are out of gas!! once i helped someone troubleshoot an issue like this for a couple hours. then we added some gas, and what do you know!!!

start with a new filter 17k is far to much, dont let anyone B.S. you, & get a motorcraft one no generic/part store brand's.

Pressure will only die down so much with the key off (like 5 psi or so). You should be able to walk out to your car and check the pressure without turning the key on.

he did that already and got nothing. If you have a pprv delete, or an internal tank leak you will not hold pressure, but it should still give a little squirt on prime. (if its hooked up at all). If not, then drop the tank and see if any hoses are leaking or broken.
