you'll have to get one off a wrecked cobra or someone parting one out, i dont believe anyone else sells them
or bite the bullet and buy one from late model restoration for a pretty penny 1999-01 Mustang Cobra Front Bumper Cover by Ford at LRS - Same Day Shipping! i found mine with a little luck and time on my local craigslist

i got mine off craigslist for 300, it included the foglights and bezels.
If you feel like you need one right away your best bet would be to get one off ebay like everyone else has said above. If not maybe wait and try to get lucky on craigslist.
