Can I cut out the stock hood scoop 2 make it operational?

I know i could just buy a hood scoop kit to get some cool air to the engine but why spend money when I could just cut out the scoop it has now. (By the way, this is for a 2003 Mustang GT)

No, it does not serve a purpose but to get water all over your engine and maybe release a little heat but since you don't have a filter right there at the opening then scoop is just for looks.

For something like that, you may want to look at the Shaker hood kits. It's similar to what they did on the 03 & 04 Mach I

Yea you'd have to go with a shaker kit. They're pretty expensive.

unless you use the hood like i have where the scoop is smaller and built into the hood, but still sounds like a bad idea, didn't like the fact of water possibly standing on the intakes

You could fab your own ram-air but you'd have to be pretty creative...you could start by buying the tubing at a local auto parts store. ive seen fabricated ram-air set ups that suck air from the bottom of your stang but using a scoop a bit like the one on a mach 1 connected to a tube that goes staight to the stock air box...of course some cutting would be involved and like i said...youd have to be creative in connecting it all...if that sounds like too far of a stretch you could always remove your passenger side headlight at the track to increase air flow to your stock air box. this also works great if you have a JTL style CAI that runs the filter to the pannel of the car.
