I found this:
http://www.sullivanperformance.com/YVS450/tech/tech.htm
There are a lot of questions regarding the differences between the Windsor and Romeo. Either engine will work well for a performance application. If you have the choice pick the Windsor. Rather than try and tell you the differences we will point you to a link that has a great in-depth analysis of these 2 engines. http://www.babcox.com/editorial/ar/eb40228.htm

Well after readin the sullivan website and cross referencing with the vin code my engine block has an 'x' which I am assuming means that I have a windsor produced block. Next question is whether or not the block is cast aluminum or iron? At least I got half of my answer figured out.

That is an old code that was not used on the 99-04 Mustang. The X stands for 4.6L SOHC. It was used for both Windsor and Romeo motors.2002 Ford Mustang VIN Decoder - MustangAttitude.com Data Explorer

I have not had both motors apart but I have see several references saying the Windsor motor (being a truck motor) has stronger rods. They are supposed to be the same ones used in the 99, 01 Cobra.

I have read all the articles and if you have 11 valve cover or cam cover bolts you have a Romeo Block. If you have 13 bolts you have a Windsor.

I know there's millions of threads on this, but besides the stronger rods, any real main difference besides the number of bolts???
