with a twin turbo set up you should spool pretty quick and make pretty good torque down low

When I hear Torque, I figure instant power, not spooling, later on type of deal. Turbo is not the answer for torque. KB or nitrous is a quick fix for that.

Turbos have come a long way. They still have lag, but I don't think it is nearly as bad as people seem to think it is. Some turbos start making boost as low as 3000 RPMs or lower.

my wrx can make full boost at 2400 rpm, and that's on a 2.0 with 2' of exhaust between the head and turbo. with a larger turbo I will still see full boost by no longer than 3000 to 3500, with a mustang it should be much less.

tune really doesn't have a whole lot to do with it. it plays a small role but the major factors in spool are engine displacement, distance from head to turbine, size of the turbine and compressor (blade and housing), bearing type (journal or ball), exhaust size (pre and post turbo) and of course wastegate.
