As far as horsepower goes.....just swap the eaton for a KB 2.3L. That will put you to around 600rwhp.

It's amazing how humanity differs from one to another. If I had the ability to by an 04 Termi and still have 20K+ to spend, I would have gone for the big tamale right off the bat. Like a Z06 or something like that.... That's just me.
Welcome to the forums. With 20K, just drop a 3.3 Whipple on it and have fun.

I would get a twin turbo kit from HP and then upgrade everything else to support it like your suspension and other things like that.

Let me see... In a forensic term...
"CobraBOY08". Just bought a Mustang Cobra, not a "Terminator". Has 20K for mods and money is not an "obsticle". Wants as much horse power as possible but still be able to drive it on the road..... They don't fly. Here's your sign... Either it's a legit and needs a LOT of help/advice/guidance, or we'll be having fun with Dick and Jane.

A twin 76MM set-up will put a termi over 900 HP and still be street-able.

If you have 20K and a termi, go and get yourself a Z06, PERIOD!
