rear bumper hit, now gas leak

on new years, my passenger side bumper got hit. I want to take it off so I can put the new one on but cant seem to get it off any help? Also there seems to be a gas leak on the side now. The wreck only got the plastic bumper and not the Quarter panel thank god but it now leaking. It didnt get the gas lines or anything so I'm stumped on why. I'm looking at it now and when the car is on and sitting there is no leak but when I'm driving and get out to look when I stop its on my exhaust pipe....any sugestions

When You drive forward the gas moves to the back top part of the tank where a crack is????

I think the rubber gromet that the filler neck goes into the tank got cut somehow because when I have less then half a tank it stops leaking
