Conversion

Ok my qustion is this I am doing some research on converting to a 3v head and i was wanting to know since i have a windsor block do i have to have my block drilled to have the 3v romeo heads fit or not. I understand that u can put romeo heads on a windsor block and windsor heads on a romeo block but i cant remeber wich one u have to have drilled for more holes for the heads to bolt down.
