First Modifications For Your Mustang, Look Here
Good luck on the buy. For around 15k I would say you've got just about anything in your ballpark minus a Termi.. I almost bought one before my GT for 12K!!! but it was high mileage and needed some TLC and my dad was afraid i'd kill myself in it or be sitting in jail. lol

theres quite a few visual differences in 99-04 gt's..
basically if you want the newest style, go with a late 01+ 99-00 had: different headlights (chrome instead of black) no hood scoop different rear spoiler different side scoops ugly wheels traction control wasn't standard 6 disc cd changer wasn't standard different transmissions and i dunno what else.. you can find a nice 01 GT for 10k

not too much, it'd be a matter of a few hundred pounds

As for your list, 99-00 was better IMO. -didnt have all those lame fake scoops every where -T45 better than the POS 3650 -black headlights o1+ dont look good on most colors -the 17s looked dang good
