Make buddies with whoever works in the parts dept at the local Ford dealership. I paid only $9.00 for a blank, and $20.00 to have it cut and programmed. I suggest making 2 copies, so you have a spare.

You don't even want to know what that cost....

For Ford PATS, the 99-04 need 2 working keys to make a 3rd.
Prior to that you only needed one working key.
Bottom line is never go less than 3 keys then if you lose one you can always go to a locksmith, have him cut a mechanical key for you and then you can program the key yourself using the procedure from Ford.

Also if you do use a locksmith make certain the key is a GENUINE STRATTEC blank or chances are it will not work correctly.
Been there and done that

What a locksmith will do is fit a key to the car (or he should if hes worth a shit) and they shouldnt need to replace anything. The easiest way is to, like said above, go to ford with the VIN, proof of ownership and lisence and get a key code. most locksmiths can cut the key from the code and they are usually cheaper than having ford cut the key (we cut all the dealerships keys for them, yes i work for a locksmith). you can program a 2nd key into the system with just one key but it is a huge pain in the ass, its alot easier and faster to let ford do it. if you have to keys, programing more is cake. Ford transponder keys are actually really cheap compared to most keys (the jetta mention above is prolly 200+ for just the key). We charge $20-30 for a transponder blank. you cant turn off the PATS system with a tuner. the only way weve found to work around it is cut the transponder out of a key and glue it right next to the reciever in the column (i dont recommend doing it)

1. You CAN turn off PATS with a tuner. Sniper can do it so can SCT and Diablo.
SCT and Diablo can only do it (AFAIK) with the TUNER software, not the stuff that comes with the unit.
IOW you have to ask your tuner to turn it off unless you own the software, which is doubtful as it is very expensive.
Sniper can do it with end user software.
The theft light will blink for about 10 seconds, but you can cut the head off a chipped key and it will still work.
Not suggested though because PATS actually prevents theft of your car and really does work rather well.

2. The only way you can make a key for a 99-04 with only one key is to have the Ford OASIS software and yes it is a PITA and takes about 45 minutes because the software has a built in delay to prevent auto thieves from plugging in and stealing the car.

3.Program a new Ford PATS Key

4. All about PATS:
01-6-2***PASSIVE ANTI THEFT SYSTEM (PATS) - DIAGNOSTIC SERVICE TIPS

5. Go to a dealer. It will cost about $80.00 and while you are at it make sure they wipe all current keys from the ECM.

you can do it w/o the computer too but it only works bout 20% of the time, I dont remember how to do it tho. If you are going to go to the dealer to get a key cut, make sure they use a actual key machine and not a hand held cuter thing.

for 94-98 models i believe all you have to do is stick the key in turn the key like 10 times then shove the new key in and start the car with the new key. i had 3 keys made and it didnt cost me but the blank and the cutting of said key. however my keyfobs were a different story and still have yet to be programmed.......bastards at ford couldnt do it.

like most said, you can only program a key yourself if you have 2 programmed keys already, ive tried with one key and it wont work. a tuner can turn the PATS system off but im not sure the benefit of doing it. you cannot steal any car with a PATS system on it period, there is no way around that system. i used to work for ford and we have had these discussions many times and the verdict has always been you cant steal it, although im sure someone will disagree. if you have no keys the only thing you can do is take the car to the dealer and have them make you new keys. cutting the keys is nothing its the programming that takes a while and ford charges about $100 an hour so your lookin at about $200 in labor alone to start the car, like Leadfoot GT said.
