focus problems

alright heres the probelm
long story short this girl damaged her radiator, and cooling fan so i replaced those and started the car, the cooling system pressure was absurd so i replaced the thermostat it was welded together, so i asked if she overheated the car she said yes about 4 times!
anyways head gasket was blown so i took the head had it pressure tested and milled all good used a new head gasket and head bolts replaced the timing belt and water pump as well.
Now the car still dont want to run and when it does it surges up and down then shuts off. Heres the thing the hoses are squeezable the water is circulating but it just streams white smoke from the exhaust. heres the crazy thing the spark plugs are dry! the coolant level isnt dropping! also dont notice any coolant in the oil either! Im at a loss at what this could be if anyone wants to put their 2 cents in before i tear this thing back apart i sure would appreciate it!
thanks alot
