2000 hyundai shaking problem

Alright, I know you guys are going to think it is a balance problem but read the whole post lol... ok so when I'm going about 10-15 MPH the steering wheel goes left and right about an inch, then when I go over 65 the steering wheel shakes so much that my wifes hands start to itch lol. and we both get a nice back massage when we get on the highway. I was actually in the passenger seat and a screw fell and hit my foot from the dash board .so what do you guys think?
