Taurus drum brake clicking

My friend has a ford taurus, I'm not sure what year but I will let you know when I find out. Anyway there is a loud clicking coming from his rear brakes. He has been complaining about a noise but it wasn't until he was leaving my house, and I heard it loud and clear from a block away that I started to become concerned. I drove in the car and the pedal has no feedback and the brakes stop fine, but like I said there is this loud continuous clicking that gets slower and faster with the speed of the car. He said since he has heard the problem, he has had the drums resurfaced and had new shoes installed. Does anyone know what this noise could be? I'll try to get a video if I can, it almost sounds like a spring popping or something?

I got this off of yahoo and he seems to know what he is talking about..

"I reckon you have an eccentric or out of round drum. Or perhaps a cracked one, or one where the centre and the actual drum have separated a bit. How long since the brakes were looked at? Is the wheel tight?
In an eccentric brake drum, the shoes have to slide about to follow the eccentricity. Eventually this will cause excessive wear on the side of the shoes, and grooving in the brake backplates. So often a click is what occurs as the shoes try to compensate.
Check everything out. The drum for cracking, look at it, suspend it on 1 finger and tap the outside sharply. It should produce a ringing sound if OK, but a dull "thunk" if it is cracked (or separating from its centre, if it is a 2- part drum).
Also look to see if the drum internal surface is in good condition or not. Worn steps generally means re- machining the drum, but check the maximum diameter is not (or might already have been), exceeded."

Can you walk behind your friend while he drives a little down your road and check to see if its coming from one side or the other, or both. If its just one, compare rotors and make sure the ebrake is set right and nothing is loose. Also, what Doc said.
