E-350 Help/Work Van

Hey guys, so I was working my morning job today at my University until 12pm when I go into the dealership and we have a 2006 E350 Van that we use as a tour van and mail van. Anyways, the van hadn't been started in about 4 days and our temps haven't surpassed 10 degrees in the last 4 days. So I got all the snow off the van, ran it for about 15 minutes, then tried to rev it a couple times, and I was getting this strange whistle upon revving it. Can you take a listen and let me know what's going on. I couldn't tell what it was. Made a mistake on the video, don't curse me. It's a E350, not a E250.
2v 5.4. Less than 11,000 miles. What the hell is this whistle?

This is probably way too late to matter but it sounds like a cold belt on the waterpump pully, it'll be dragging hard because the fan clutch is so dang cold! and spinning at near fullspeed.
