transmission problem in winter dd

okay guys so i picked up this pickup and its having some weird issue with the trans. when taking off it seems like its stuck in overdrive, it takes a LOT of gas to get it under motion. like dropping it in drive on a flat surface it doesnt move. I thought maybe the fluid was down but its actually good so im not really sure whats going on. It has a electronic kick down so any thoughts? 91 f150 with the 351

stator? is there a way to double check it stuck in OD? cause it certainly seems like thats whats going on
