problem with door locks in 90 gt

i cant lock the doors at all. the button doesnt work. when you push down the lock it pops back up. and from the outside it goes down when you turn the key but pops right back up. i need them to lock. i was thinking it was the actuator in the door but i could be wrong. what do yall think?
