NASA's American Iron and AIX use power:weight restrictions, but I'm not sure if they specifically disallow FI.
Your best bet for this is to look at the classes you would want to run in, and see what the rules are specifically for those classes. If you're talking about running a Mustang, appropriate classes that I'm aware of: NASA - Camaro-Mustang Challenge, American Iron, American Iron Extreme (AIX) SCCA - A Sedan Of those, I think AIX is the only class that's gonna allow you into the power levels where boost is an option, but you'd really have to check out the rulebooks.

If you want to build a monster, I think AIX is the place to do it. However, I would suggest starting either in AI or CMC before jumping into AIX. How much road track experience do you have?
