overheating

i have a 85 mustang gt and it keeps overheating its on 210 and sometimes goes to 230 but doesnt pass that it has a new 195 deg thermostat new water pump new 3 core rad electric fans which do turn on when they suppose to but never turn off because car doesnt cool down and has new gt heads plz help and thanks i alreaady checked everything and cant seem to find the problem and also has new timing chain and distriburator
