2000 Mustang in the rain

My son has a 2000 Mustang v6. In the rain under normal driving he said the rear end is all over the place. The previous owner claim to have the same problem and used sand bags in the trunk over the rear wheels. There has got to be a better solution than that. Any suggestion?
