Advice Needed: Brakes


So all the talk about the FR500 wheels leads me to a possible issue with moving to FR500 18X9 and 18X10 with 265s and 295s respectively... that is my brakes are really doggin it now.

Since I got my new larger wheels and tires braking has become a problem. I live in LA where fast freeways lead to dead stops so I am nailing them frequently. What I notice since the new setup and having to really engage the brakes harder, likely given there is now proportional less braking power compared to a 17X8 with 245s. Increasingly, the anti-lock brakes engage as well even though I am not going into a possible skid. So, twofold question:

1. If this is NOT a wheel size issue, what should I be looking for to trace the cause?

2. If it IS a wheel size issue, and moving up to the 13" Cobra brake kit (or similar 13" brake kit) is an option, I am interested in if they would fit my new wheel size. American Muscle has a note indicating 17" wheels only.
