Timing

I have a 67 mustang with a 351W in it. I have a HEI distributor and a profesional products dual plane intake with a cheap little Motorcraft 4180 600 CFM carb. For some reason when i rotate the the distributor cap it doesnt change the timing at all. It idles decent but wanted to advance it a little but i grab that distributor and rotate it either way nothing happens. Any clues?? I have the vacuum advance hose connected from the base of the carb to the distributor.

I know this may sound like a dumb question, but you said rotate the distributor cap. I just want to make sure you're loosing the bolt at the base of the distributor, just above the timing chain cover, and turning the whole distributor? If the whole dizzy is turning, it HAS to be changing your initial timing.
