It's 3M undercoating. I used it when I redid my 72 F-250
Used it on the complete underside of the box & on the inner fenders & the under side of the cab. Worked great

Talking

my experience with any rubberized undercoating is that it will melt near the exhaust.
and be unbelievably messy any time you want to work near it, if gas spills ie, when changing a filter etc it will be a mess beyong all messes
I would advise against it
additionally in my opinion there are better looking finishes for the engine compartment.

What kind of surface prep does this require? Would I need to strip the inner fenders or just get them clean?
Thanks,
Brian

Just make sure the surface is as clean as possible. Dirt doesn't make a good primer

As an FYI: I am assuming you are putting this on the under side of the inner fenders.

Scrape any oil grease build up, High pressure washing, clean with lacquer thinner,
then sand down rough edges and the primer then paint your color.
