Brake self adjust


I just replaced the hardware on my front brakes (10", drum). When I pull the cable (called self-adjust cable?) it lifts the arm, and when released the arm falls back down and grabs one of the teeth on the star and should move it down one notch. Does there come a point when it should not move it another notch anymore? That is, when they are appropriately spaced, should the arm just sit on top of tooth on the star and not move it down right away? See what I mean?

if the brake dosent move enough in the drum it will not adjust.once it is adjusted up there is very little movement.
