car at idle is reving up and back

I just posted something about my motor surging but I think that was the wrong wording. My motor sitting at idle is revving up to 4k rpms then settles to 600-700 rpms. Then about 2-3 seconds later, it will do it again and keeps doing it. I dont understand why. The motor is running a little rich but that should be the reason. I getting irritated and just need some advice.

What should the vacuum be when idleing? Do I need to put a new gasket on the intake manifold and/or carb?

Its a 302 motor bored 306, b303 cam, long tube headers, high rise aluminum intake, 650 edlebrock carb with electric choke, aluminum heads, roller rockers, electric fan.
