Steering Wheel Question

I have this steering wheel on my '65 and it's not doing to well. At one point I was driving down the road and I noticed it was honking intermitently. It turns out at night you could actualy see blue flashes from the electricity arcing when it did this. So I took it off. It came right off with no problems, and into the center console it went. The last time it went into the shop the guy there fixed it for me and said not to take it off because it damages the points or something like that. Well now its doing it again. I have a piece of scrap paper folded up and pressed in between the cap and the wheel to keep it from moving and honking, because the cap wont come off this time. And if that wasn't bad enough, the two contacts on the opposite side keep on sticking so a lot of times I will hear a grinding noise when I turn the wheel. Does anyone know how to take this off to fix it.

I have a aftermarket wheel on the 67. if it gets tightened down to far it will do that, the only fix I found was a new GRANT wheel adapter kit ................

My mother had something like that happen to hers. Not sure what I did to fix it. My horn in my Mustang don't work. I need to look into that.
