ethical, meaning philosophy of well being and proper conduct.

social, meaning something at a interpersonal scale.

an ethical issue would be that without X then Y will happen, such as, without cotton, there would not be as much clothing to be produced

a social issue would be that non-production of cotton will yield less number of clothes to be provided for society.

I would assume thats what it meant?
