Meguiar's Tire Shine or GTFO.

To me, a shiny ass tire looks ugly. I like to clean my tires with Westleys bleach white, then hit it with Megs Hyperdressing diluted 4:1. Leaves a nice deep black look, absolutely NO SLING, because it is water based, wont attract dust, ect because it has no oils.

shiny wheels are definitely a plus... makes the wheels stand out more and just looks clean...

F21 tire foam should take care of your needs without the negatives. Give it a shot.

Since it usually takes me all day to do my car, I save the tires for last.

When everything is done, I'll hit em, then let the car sit until the next day. I don't get the sling spots anymore.

i have always used original armor all spray. i spray it on a sponge, wipe it around the whole tire, dab the excess off with an old sock.. i do that on all four tires then i back the car up a few feet and apply it to the part that was touching the ground. it doesn't leave drips or streaks, has the PERFECT shine, and never slings off of the tires. i've never had problems with dirt sticking to it either
