I live in Richmond, and most of the stores there don't sell 'AR' style rifles to anyone under 21, but that is just their own personal requirement.

I ended up buying it in Tennessee, and all that is required here is a drivers license.

gotta disagree with that bro.... ive got 2 of his triggers, and ill take my timney, over it anyday. his triggers are great for people who arent allowed or cant afford the nicer triggers. they are defintely amazing compared to the basic stock trigger, but shouldnt be compared to timney or some of the other drop ins.

how much are the timneys and what is so good about them?

How do they feel?

I plan to build a (so to say) sniper set up one and another one just a basic one

the timneys are a match grade drop in trigger. very simple to install, 0 creep, around 3 lbs pull, and quickj reset. the basic triggers worked over can be nice, but it will not be comparable to the drop in triggers.
