Computer savy people, I need help.
Is it possible to establish a program on your computer or set up your system so that everytime your internet browser is refreshed, it has a different IP?

No, I don't want to do that. I think that's what the other guy did, and if so, I'm going to call him out on it to the website, I just need proof, or even to know if you can actually do it, haha.

You can't get proof less you know what he's using, what Proxy's he's using, and how many times he's used it.
In other words, you're SOL. Less they figure out that he has been cheating and find patterns in the way he's been adding votes. If he's using a proxy, he'll be having votes with IPs from Germany  (that's if you're using TOR or JAP). Unless he found a US proxy list and manually inputting the proxy's then it's much harder since you would have to lookup the IPs and see where they're from. Hard to separate the legit IPs from the Proxied IPs.I might have overlooked something... meh I'm tired.
