I was thinking that California issued them for each county. So you could only carry in that county where its issued.

I'm assuming that's true as well (why else would he need 4 county permits?). That's also why I made sure to state that the states I listed for county issue permits are just that. Issued by the county. I didn't spend enough time to determine if it's only good in that county or if it's good in the entire state.

I see. Yeah I'll get on our attorney generals site and see which states recognize ohio's license. That's about as much as I will need to know unless I move.

Indiana recognizes permits from every state.

While it's not "official", a lot of the times it will give you links that take you to the official state site. At the bottom is a map of states the recognize Ohio permits (states in blue).
