Will someone show me how to resize a .GIF file?

This is the file, the board says it's too big to post as an avatar. Can someone resize it for me to fit inside the restrictions? I don't have the program on this computer to do it...

Hell I can't even post it on here. Maybe I can mail it to someone who can fix the damn thing and mail it back to me? Any help?

then upload it to photobucket.
and download it back here to your avatar using IMG code

That's the one and only Andrew W.K. He's a pretty crazy guy. I've got one of his cd's, it's called I Get Wet!

The music is kinda ho-hum... It's really kinda inspirational.
