legally regular pilots can fly as low as they want over water, as long as your more than 500 feet away from any other human being, actually your never supposed to be below 500 feet anywhere, 1000 over populated areas, the only place you can is over water, your can even drag your landing gear in the water, not very advisable but some retards would.
but im sure theres exceptions for the blue angels

from what i hear the blue angels aren't the best for aerobatics and stuff, but thats not what they focus on so much, their all about precision than anything else.
why do you think they fly like 18 inches apart all the time
