I wouldn't call it mad, but I don't like it. I like to be able to see everything that is around me. Inevitably when someone is tailgating me, when I go to change lanes, they pull out to pass me as soon as they see my signal.

It's called an ICC bumper, and it will not prevent high impact collisions from getting under the trailer somewhat. It's meant to keep things that hit you at normal speed from getting completely under the trailer.

For the same reason cars are designed with crumple zones. A completely rigid ICC would probably have seen that car explode when it hit. It would be like running in to a nuclear concrete bunker. lol

So as the car hits the ICC, the ICC folds, as the impact speed of the vehicle slows down, lessening the severity of violent momentum transferred to the driver. If that guy was wearing his seat belt and ducked, chances are he lived.
