I downloaded a torrent and thats what the file was and I cant open it. Any suggestions?

ima assume thats a sound file. if you dont have a decoder to decode flac files, i suggest converting it to mp3.
For that you need WinAmp and these instructions How to convert .flac files to .mp3 using Windows - Simplehelp I hope that was helpful

Why would you want to convert from flac to mp3? Flac is lossless, which means you get MUCH better sound quality. On top of that, it's open source, not proprietarym which means anyone can make a recorder or player for it without fear of being sued.
