You won't be able to make that effect with just one tool...You will need to use multiple ones

Tracers...happens when you take too much LSD...

Really, not sure what it's called, but it's just setting the camera to a low shutter speed.

Somone took a picture with a really long exposure. Thats what that is. The effect is accomplished by setting your camera so the shutter stays open for a long period of time. So, if you open the shutter with the car just sitting there, then drive away, it creates "tracers" from the lights because the shutter is still open allowing light onto your chip on a digi. or you film on a regular camera.
